Hawaii Governor Suspends Laws 

Since July 2023, Hawaii Governor Green has signed 9 Emergency Proclamations over 100 times and suspended at least 32 laws, all without legislation, or public input.

Here are the Emergency Proclamations:

  4. Axis Deer

  5. Uncle Billy's Hotel

  6. School Bus Services

  7. Condo Insurance Stabalization

  8. Telecommunications & Infrastructure

  9. Floods & Tsunamis (Statewide)

LOCALS TAKING ACTION

Local HawaiÊ»i residents who believe the governor’s emergency proclamations are overreaching have several formal and informal ways to raise complaints or push for change:

Step One:

  1. ​Contact Your State Legislators, House Rep, Senator (Why: The HawaiÊ»i State Legislature can pass laws to limit the governor’s emergency powers or refuse to extend them. They also oversee committees that can hold hearings on executive overreach.)

  3. Send them the affidavit above and include a personal message.

Step Two: 

  1. Contact the HawaiÊ»i Attorney General’s (AG) Office (Why: The AG can investigate whether an emergency proclamation violates state or federal law.)

  4. Send them the affidavit above and include a personal message. 

 

Note: The AG is part of the governor’s administration, so they may not be entirely independent — but complaints still go on record.

Step Three: 

  1. HawaiÊ»i State Ethics Commission (Why: If the overreach involves conflicts of interest, misuse of position, or ethics violations, the Commission can investigate.)

  2. Phone: (808) 587-0460 (You can leave an anonymous message asking them to investigate the Governor suspending laws like competitive bidding and procurement laws that keeps the government in check)
