Governor Green, it is unacceptable that nearly three years after the Lahaina fire, many survivors are still living in temporary housing while struggling with the permitting process to rebuild their homes.

After Hurricane Iniki in 1992, Kauaʻi implemented emergency permitting reforms within weeks, allowing many homeowners to begin rebuilding almost immediately, and most destroyed homes were rebuilt within about a year.

We demand that you use every lawful authority available to bring state and county agencies together, remove unnecessary barriers, expedite rebuilding, and ensure that no Lahaina fire survivor is left without a home while waiting for the opportunity to rebuild. Hawaiʻi's families have waited long enough—please act now.

Lahaina families have endured nearly three years of displacement while working to rebuild their homes. This is unacceptable. The Planning Department should immediately  expedite all reviews and approvals related to fire survivors rebuilding, dedicate the resources needed to eliminate delays, and provide clear communication throughout the process.

Following Hurricane Iniki in 1992, Kauaʻi officials enacted emergency permitting reforms within weeks, allowing many homeowners to begin rebuilding almost immediately. Within five months, additional ordinances made rebuilding even easier, and most destroyed homes were rebuilt within about a year. Many Lahaina survivors, by contrast, are still working through the rebuilding process nearly three years after the fire. This is not okay!
